Help Anyone?

So yesterday I was driving along the 210 through Sunland and there was a guy on the side of the road with his hood open and he was waving a shirt. So as I passed him I thought, well he probably doesn't have a cell phone, the call boxes are on the other side of the freeway, he can't run across the freeway...I would stop but he might be faking it...then I thought it would be good if there was a number that I could call, give them the exact location of the man, and they could help him.
So I called Sprint's roadside service, and it was a 5-10 min. wait. Then I called 411 and they gave me the number to the executive office's of the CHP. Then I called 911 and I got a busy signal!
Somewhere there has to be a phone number that you can call for roadside assistance that is not for yourself. That would be the only way that I could help someone because there is no way I am stopping.

Maybe if you know a number, leave it in the comments because I wish I new of something!
